According to Oneida County Sheriff’s Office Chief Deputy Derrick O’Meara, who is the Director of the Oneida County Child Advocacy Center(CAC), a Rome man has been indicted by the Oneida County Grand Jury for having sexual contact with a female child less than 15 years old.

The investigation began on September 7, 2024, when a report was made to the Rome Police Department regarding the sexual abuse of a female child, which was reported to have occurred in the City of Rome. Due to the nature of the allegations, the Rome Police Department turned the case over to the Child Advocacy Center for further investigation.

The case was assigned to Oneida County Sheriff’s Office Sergeant Melissa Bolton, who is assigned to the CAC. Through investigation, it was learned that 57 year old, Kevin Lamay, had subjected a female child less than 15 years old, to ongoing sexual contact in the City of Rome, since April of 2021. At the completion of the investigation, the case was turned over to the Oneida County District Attorney’s Office, who, in November of 2024, presented the case to the Oneida County Grand Jury. The Oneida County Grand Jury returned an indictment against Lamay for the following charges: Predatory Sexual Assault Against a Child, an A-ll Felony; Course of Sexual Conduct Against a Child in the First Degree, a Class B Felony; Course of Sexual Conduct Against a Child in the Second Degree, a Class D Felony and Rape in the Third Degree, a Class E Felony. As a result of the indictment, a Superior Court Warrant of Arrest was issued for Lamay by Oneida County Court.

On November 27, 2024, Lamay was located in the City of Rome by members of the Oneida County Sheriff’s Office Warrants Unit in conjunction with the U.S. Marshal’s NY/NJ Regional Fugitive Task Force, where he was then taken into custody. Lamay was arraigned in Oneida County Court where he was remanded to the Oneida County Correctional Facility in lieu of $50,000 cash bail.

At arraignment, a stay away order of protection was issued on behalf of the victim who has been offered services through the Child Advocacy Center.
