According to the Oneida County Sheriff’s Office Chief Deputy Derrick O'Meara, who is the Director of the Oneida County Child Advocacy Center, a Utica man has been arrested for having inappropriate contact with a child.

Colin Kelsey, age 27, was arrested by Sheriff’s Investigator Mark R. Chrysler on March 3, 2025, for one count of Possessing a Sexual Performance by a Child and two counts of Promoting a Sexual Performance by a Child following the execution of a search warrant at his residence.

Investigator Chrysler continued his investigation and was able to identify a 15-year-old female child who Kelsey had inappropriate contact with while using a social media platform in August of 2024.

Kelsey, who is out on bail from the previous charges, turned himself into Inv. Chrysler and Utica Police Investigator Ryan Kelly on April 4, 2025 where he was charged with one count of Endangering the Welfare of a Child.

After processing, Kelsey was arraigned at Utica City Court and released on his own recognizance.

Services through the Child Advocacy Center have been offered to the victim and an Order of Protection has been requested from Utica City Court.
