According to Oneida County Sheriff Robert Maciol an inmate at the Oneida County Correctional Facility has been arrested for Felony Promoting Prison Contraband.
On December 18, 2025, Road Patrol Deputies took a complaint from the Oneida County Correctional Facility regarding found contraband. It was reported that Corrections Officers conducted a search of Steven Andrade, age 43, of Utica, and the cell he was being housed in at the Oneida County Correctional Facility. As a result of the search, pieces from a plastic pen, that were sharpened down to a point, were recovered. Andrade was originally being held at the Correctional Facility on an unrelated Felony and several Misdemeanor charges out of the City of Utica. Due to the nature of the items recovered the case was then turned over to the Criminal Investigation Unit.
On December 23, 2025, Andrade was charged by a member of the Criminal Investigation Unit with one count of Promoting Prison Contraband, in the First Degree, a Class D Felony. Andrade was turned back over to Corrections Staff to appear in CAP Court at a later time.
