According to Oneida County Sheriff Robert M. Maciol, a City of Utica man was arrested at the Oneida County Office Building as a result of a public disturbance incident.

On July 22nd, 2026, Deputies at the Oneida County Office Building directly observed David L. Bond Jr. of Utica (48), expose his intimate parts in public and urinate on a tree in front of the County Building, located on Oneida County property. Furthermore, Bond Jr. continued to smoke cigarettes on Oneida County property after being advised multiple times it is unlawful and a violation of Oneida County Local Law. He then disposed of said cigarettes onto the ground.

Subsequent to this incident, Bond Jr. was taken into custody by Deputies and charged with the following offenses:

(1) count of Penal Law Section 245.01 - Exposure of a Person (a Violation)(1) Count of Oneida County Local Law #1 of 1990 Section 11(a)4 - Unauthorized Dumping of Solid Waste ( a Violation)(1) Count of Oneida County Local Law #3 of 2016 Section 7(a) - Unlawful use of a Tobacco product upon real property owned by Oneida County (a Violation)(1) Count of Utica City Code Section 1-15-32 - Public Indecency (a Violation)

Bond Jr. was released from custody after being issued appearance tickets for said charges, and is scheduled to appear in Utica City Court at a later date and time.
