According to Oneida County Sheriff’s Office Chief Deputy Derrick O’Meara, who is the Director of the Child Advocacy Center(CAC), a New York State registered sex offender has been arrested following an investigation conducted by the CAC. In late February 2026, the CAC was contacted by the Oneida County Probation Department and informed that one of their probationer’s, Kayla Farmer, age 34, who is a Level 1 NYS registered sex offender, was possibly in violation of the NYS Sex Offender Registry Act(SORA). The case was assigned to Sergeant Melissa Bolton and through investigation it was learned that Farmer’s last registered address with the NYS Division of Criminal Justice Services(DCJS) was in Boonville, N.Y.(Oneida County) and that on or around January 1, 2026, Farmer moved from that residence and failed to register her change of address with DCJS within the required timeframe. As per SORA, all registered sex offenders are required to register their change of address with DCJS no later than ten calendar days after their move. It was also found that Farmer had failed to provide an updated photograph to DCJS within the timeframe required under SORA. After several attempts to locate Farmer were unsuccessful, an arrest warrant was requested from Whitestown Court for the following NYS Corrections Law charges; Failure to Report Change of Address-Prior Offense, a Class D Felony, and Failure to Provide Photo-First Offense, a Class E Felony. Upon the issuance of the arrest warrant, the investigation was adopted by the United States Marshal Service NY/NJ Regional Fugitive Task Force-Utica Division, which consists of members from the Oneida County Sheriff’s Office Warrants Unit. On July 22, 2026, Farmer was located at a residence in Port Crane, N.Y. by the Binghamton Division of the United States Marshal Service NY/NJ Regional Fugitive Task Force. Farmer was then turned over to members of the OCSO Warrants Unit who then processed her and turned her over to the Oneida County Correctional Facility pending arraignment in CAP Court. Farmer is currently being held without bail on a Violation of Probation warrant, as well as nominal bail for the Corrections Law charges.
