According to the Oneida County Sheriff’s Office Chief Deputy Derrick O'Meara, who is the Director of the Oneida County Child Advocacy Center, a Utica man has been arrested for having inappropriate sexual contact with an underage female child.

The investigation began on December 28, 2024, when the Child Advocacy Center was notified that Saang Sim, age 53, was alleged to have had sexual contact with a female child under the age of 17. The case was assigned to Sheriff’s Investigator Mark R. Chrysler.

Investigator Chrysler’s investigation revealed that Sim had subjected the child to several acts of lewd and inappropriate sexual behavior while in the City of Utica over the prior two days.

Later that same day, with assistance from the Utica Police Department, Inv. Chrysler arrested Sim without incident and charged him with two counts of Sexual Abuse in the First Degree, which are Class D Felonies. Sim was transported to the Utica Police Department where he was processed and then transported to the Oneida County Jail where he was to await arraignment at CAP Court.

Later that evening, Sim was arraigned and remanded to the jail en lieu of $25,000 cash bail.

An Order of Protection was issued on behalf of the child and services have been offered to the victim by the Child Advocacy Center.
