According to Oneida County Sheriff, Robert M. Maciol, a Clark Mills woman was arrested on Wednesday, May 28th, 2025, following an animal cruelty investigation.

On May 27th, 2025, the Kirkland Police Department turned over an investigation to the Oneida County Sheriff’s Office regarding a Pitbull, Rhett, who had been found alone at 44 Pratt Ave in the Town of Kirkland on May 16th, 2025. Rhett was extremely emaciated, weak, and unable to get up on his own; therefore, he was transported to a local vet where he is currently being cared for. Due to the nature of the complaint, members of the Oneida County Criminal Investigative Unit were assigned to this investigation.

As a result, on May 28th, 2025, Investigators determined Lindsay Meelan (36) of Clark Mills was responsible for Rhett’s condition. Investigators located Meelan in the City of Utica where she was taken into custody without issue and transported to the Kurt B. Wyman Law Enforcement Building to be processed. Meelan was charged with Aggravated Cruelty to Animals, a felony, Torture/Injure/Not Feed Animals, a misdemeanor, and a Violation of Dog Control Procedures, a violation. Meelan was released with appearance tickets and is due back in Kirkland Town Court on June 17th, 2025, at 5:30 PM.
