According to Oneida County Sheriff Robert Maciol, a City of Rome man has been arrested following a Prison Contraband complaint at the Oneida County Correctional Facility.

On January 3, 2026, Road Patrol Deputies responded to the Oneida County Correctional Facility for a report of found contraband. It was found that Corrections Officers were conducting a cell search of an inmate at the Oneida County Correctional Facility and found a plastic spork utensil that was filed down to a point on the handle end. The cell belonged to Manuel D. Frias De Los Santos, age 32, who was being held at the Correctional Facility on Felony and Misdemeanor charges out of the City of Rome Court. Due to the nature of the contraband, the case was then turned over to a member of the Criminal Investigation Unit for further investigation.

On January 7, 2026, Santos was brought over from the Correctional Facility to the Kurt B. Wyman Law Enforcement building where he was charged with one count of Promoting Prison Contraband, in the First Degree, a class D Felony. Santos was then turned back over to Corrections staff to await future proceedings in CAP Court at a later time. Santos is also due to appear in Rome City Court at a later date and time for the charges that he was originally being held on.
