The investigation determined that Rahmya Reed, age 25, of Utica NY, was brought to the Correctional Facility to be held on a charge out of the City of Rome Court. While two female Corrections Officers were attempting to get Reed to change out of her civilian clothing and into Oneida County Correctional Facility clothing, she began to not comply and refused orders given to her. Reed then charged at one of the female Corrections Officers. The female Corrections Officer was shoved to the ground resulting in her landing on her hip and striking her head against a wall in the changing room that they were in. Other Corrections Staff responded to the changing room and Reed was taken from the area and placed into a cell without further incident. As a result of the altercation, the female Corrections Officer was taken out of work for several days due to a concussion and experiencing concussion like symptoms.
The initial complaint was handled by Road Patrol Deputies but due to the injuries the female Corrections Officer sustained the case was then turned over to a member of the Criminal Investigation Unit for further investigation.
On January 7, 2026, Reed was brought over to the Kurt B Wyman Law Enforcement Building from the Correctional Facility and charged with one count of Assault in the Second Degree, a class D Felony. Reed was then turned back over to Corrections Staff to await future proceedings in CAP Court at a later date and time. Reed is also due to appear in Rome City Court at a later date and time for the initial charge that she was brought in on.
