According to Oneida County Sheriff's Office Chief Deputy Derrick O'Meara, who is the Director of the Oneida County Child Advocacy Center(CAC), Level 3 New York State registered sex offender, Stacey Snell, age 54, was arrested on July 17th, 2026 as the result of an investigation conducted by the CAC.
On July 6th, 2026 the CAC was contacted by the New Hartford Police Department and advised of a discrepancy with the address that Snell had recently registered with the NYS Division of Criminal Justice Services. This investigation was assigned to OCSO Sergeant Melissa Bolton, who is assigned to the CAC.
Through investigation, it was learned that on June 17th, 2026 Snell was released from the Oneida County Correctional Facility for charges unrelated to this matter. On that date, prior to Snell's release, a DCJS Change of Address form was completed and it was found that Snell had provided a false address to the corrections officer who was assisting him with the completion of the form. Snell then signed the form, which was forwarded to DCJS, which is the agency tasked with maintaining the Sex Offender Registry. It was found that the address he had provided, did not exist in the jurisdiction he had provided or within the nearby jurisdiction, both of which are within Oneida County. Under the Sex Offender Registry Act and NYS Corrections Law, registered sex offenders are required to register their change of address with DCJS within ten calendar days of any change of address.
On July 17th, 2026, Snell, who is currently incarcerated at the Oneida County Correctional Facility for unrelated charges, was charged with one count of Offering a False Instrument for Filing, a Class E Felony, under the NYS Penal Law and one count of Failure to Register Change of Address, a Class E Felony, under the NYS Corrections Law. Snell is scheduled to be arraigned at Centralized Arraignment Court on this date.
