According to Oneida County Sheriff, Robert Maciol, a man from the City of Utica was arrested following an investigation into a grand larceny complaint.

On June 13th, 2026, Deputies were dispatched to an address in the City of Rome for a larceny complaint. Through the Deputies investigation they learned the victim had paid a contractor, back on May 26th, 2026, $1,500.00 using a personal check so that the contractor could purchase items to work on her property. It was further learned no work had been completed, and the property owner was out $1,500.00.

Due to the nature of the incident, the investigation was turned over to members of the Oneida County Criminal Investigative Unit (CIU). Investigators located the contractor, 54-year-old Thomas Locorini, and charged him with one count of Grand Larceny in the Fourth Degree, a Class E Felony pursuant to section 155.30(1) of the New York State Penal Law. Locorini was issued an appearance ticket returnable to Rome City Court on a later date and time.
