According to Oneida County Sheriff, Robert M.
According to Oneida County Sheriff, Robert M. Maciol, a Floyd woman was arrested on Saturday, August 2nd, 2025, following an animal cruelty investigation.
On July 28th, 2025, the Oneida County Sheriff’s Office received an anonymous report of a possible emancipated horse located on Rabbit Road, in the Town of Floyd. Upon investigating, Road Patrol Deputies and Investigators from the Criminal Investigation Unit found a female quarter horse, named "Girly" who was extremely emaciated. Due to her state "Girly" was transported to a local certified vet tech where she could be cared for throughout the night. "Girly" was then evaluated by a Doctor of Veterinary Medicine, from Oneida Equine Service, which confirmed her emancipated state.
As a result, on August 2nd, 2025, Katelyn Carstenbrock (35) of Floyd was arrested and charged with:-Agricultural and Markets Law, Section 353- Overdriving, torturing, and injuring animals; failure to provide proper sustenance, a misdemeanor.Carstenbrock was issued an appearance ticket and is due back in Floyd Town Court on a later date.
